Toololo image encoders (lib/imgcodecs) - third-party notices

These WebAssembly encoders run in the visitor's browser for the Image Compressor and Image Resizer.
They are unmodified builds copied from npm on 2026-09-17. worker.js is Toololo's own glue code.
